York Report, 2003
Land Value Taxation studied in the context of a declining post-industrial town in what is an otherwise booming section of Southeastern Pennsylvania. In this report, we examine why York County enjoys migratory growth from nearby Baltimore, Maryland, while York becomes impoverished, abandoned and sees development only with government subsidies and "make work" projects. LVT is examined, and found to be a positive step the city could take to compete with the still rural, but inexpensive rural lands.
