For the past ten years I have been the Geographical Information Systems Specialist for a non-profit group whose clients are neighborhood and rural preservation companies throughout the state. I have done both simple requests, such as poverty rates by tract for target areas in one town, as well as more complex data collection and analysis, such as the collection and evaluation of housing conditions and trends for a neighborhood in a city, or a township and village in a rural area. Another study looked at changes in crime rates for a neighborhood in Rochester as an outgrowth of a grant to provide extra police foot and bike patrols; the report assessed the program’s impact on the neighborhood. The most ambitious of these projects [Map-Analyze-Plan: Upstate New York (M-A-P:UNY)] mapped and analyzed land use and housing condition for ten counties in upstate New York [these reports compared over 200 municipalities in Chemung, Cortland, Genesee, Greene, Orleans, Schuyler, Steuben, Ulster, Warren and Wyoming Counties].  In my various careers I have worked with a number of mainframe and PC-based applications, including SPSS, ACCESS, CONDOR3, DBASEIII+, Excel, FoxPro, Lotus 1-2-3, Quattro Pro, CHART, ArcView, MapInfo, Maptitude, WordPerfect, and Word to synthesize various available data, create new datasets and analyze these datasets spatially. In previous careers, I designed a number of database applications, including a Medical Records Assessment system, which was an outgrowth of my role as lead analyst in a Needs Assessment of our hospital inpatient population. I also used these skills to move the hospital towards an information based management systems. I was a key member of the Quality Improvement Committee, which formulated a Total Quality Management plan, which moved the facility into compliance with Joint Commission for the Accreditation of Healthcare Organization [JCAHO] standards.

Professional Skills

 

Geographic Information Systems- Have worked for the past ten years doing both simple and complex analyses of information using Geographic Information systems software. Responded to requests for information from groups throughout the state. Have worked in various upstate counties with both planning and real property offices to ascertain the state of various datasets prior to analysis of data.

 

Data Collection & Analysis – Have written various research papers and standard reports synthesizing mainframe and PC-based data. Have designed, coordinated, overseen and analyzed a number of surveys, such as the OMH Level of Care, Patient Characteristics and Restraint & Seclusion surveys. Have streamlined the Environmental Ward Review and Facility goals & Objectives processes. Have designed survey instruments for the town planning board, which were used in the formulation of subdivision regulations.  Additional surveys were conducted as a prelude to our recently completed comprehensive plan. I have spatially analyzed various data using Geographic Information Systems throughout this process.

 

Graphics-  Have designed a number of presentation for facility management use in their annual census planning and needs assessment presentations to the Commissioner of Mental Health. Have also designed a number of in-house presentations and graphics, which are used in both standard and special reports. Display results of analyses spatially in Geographic Information Systems.   In my present position, I have designed several presentations on land use and housing condition that have been given throughout upstate New York.

 

Planning-  Have synthesized my computer, data collection/analysis and graphic skills for our facility five a ten-year plan, census and needs assessment planning. Have synthesized the facility goals & objectives for use in Continuing Quality Improvement efforts. Was the lead analyst in managing our various data collection efforts to create finished products, both for internal consumptions and executive level presentations.  In my present position, I have used a number of studies to assist not for profit groups in revising their strategic plans and/or corporate visions as an outgrowth of the study’s conclusions and recommendations.

 

Computer Training & Use-  Have written a number of applications for use, both in my facility and my Township. Have both trained & served as a resource for various clerical and professional level staff on computer applications. This training has encompassed word processing, spreadsheet, database and presentation graphics packages, such as WordPerfect, Quattro Pro, CONDOR and SPSS-X, Microsoft Chart and Harvard Graphics.
