Philadelphia on the Edge: The Port Richmond Neighborhood

What happens in a residential neighborhood under pressure from speculators and absentee ownership? These maps illustrate the adavnce of absenteeism and vacancy, and the effect of LVT on these negative factors. Port Richmond, once a tightly knit area of homeowners, industrial jobs and small business is experiencing the continuing impact of structural instability.

The increased tax liability on vacant land is a prime goal of LVT. Make the owners build or sell. The at-risk neighborhood of Port Richmond (Both Council District 1 and 6) serves as an example.
