A Tale of Two Cities: Johnstown and Altoona

Although both central Pennsylvania cities are struggling with debt, recession and industrial abandonment, Altoona appears at this time structurally more able to achieve financial stability. Tax revenues have been maintained. We believe that LVT plays a role in this outcome.
