 began with a series of stakeholder meetings held at several locations 
 around the state. Subsequently\, working groups convened to discuss va
 rious energy categories. Overall\, during plan development\, more than
  500 people have offered input and ideas or monitored the process by a
 ttending meetings or joining the EMP listserv.
